FMDV is a global network of local and regional governments promoting and developing financing and investment solutions for urban development.
The SHICC project is a 4 years program launched in 2017 with the objective to support the development of CLTs (Community Land Trusts or Organismes de Foncier Solidaire for the French acronym) in European territories. CLTs are non-profit, local ,and democratic organizations whose mission is to provide land, whether built or not, for the production of affordable housing (20 to 50% below market prices), while preserving the affordability over a long period. It is co-piloted by FMDV together with 10 partners, including the City of Lille, the CLTs of London, Brussels, and Ghent, and the English CLT network. It aims to support the development of CLTs through capitalisation, support for pilot projects, and the establishment of a European network with the objective of creating 500 CLTs in Europe (7,000 affordable homes for 21,000 people).
As part of the second phase of the programme, launched in 2020, FMDV was piloting a feasibility study on the implementation of a new CLT financing instrument and the identification of a portfolio of projects to support the scale-up of the development of CLTs in Europe.
